Owner will receive sealed proposals for the work generally described as follows:

Facility Maintenance Services
At the Libertyville Sports Complex Campus
1950 N. US Hwy 45
Libertyville, IL  60048

Facility Maintenance Services to be performed at the Libertyville Sports Complex (LSC) and its buildings and grounds at the LSC ‘campus’ which includes the Indoor Events Center, Golf Driving Range and Miniature Golf Course.  Scope of Work will consist of daily maintenance, repairs, servicing and other related and required maintenance work to the facilities and their apparatus, contents and infrastructure. 

For On-Site Coverage   Coverage shall be provided 8 hours a day Monday through Friday (exact hours to be determined) and 4 hours on Saturday (exact hours to be determined)


For On-Call Coverage (on a priority basis) as needed

For a Term Agreement from Commencement Date of August 1, 2017 through April 30, 2018 and a period of May 1, 2018 through April 30, 2019, with an Owner option year from May 1, 2019 through April 30, 2020.

Inspection and Examination
The Contract/Proposal documents can be examined at the Libertyville Sports Complex, as noted above. A copy of the Contract/Proposal may be obtained at the Libertyville Sports Complex 2nd Floor Administrative Offices at 1950 N. US Hwy 45, Libertyville, Illinois. In making copies of the Contract/Proposal form available to prospective Bidders, Owner does so only for the purpose of obtaining Bidders Proposals and such provision does not confer a license or grant for any other purpose.  

Prospective bidders may also download the bid package from the Village website.  Before the bid package can be downloaded, prospective bidders are required to fill out the planholders form.  The contact information on the planholders form will be used in the case of an addendum issuance and planholders will be contacted using the information provided.  Click Here for the Planholders Form

Pre-Bid Meeting
There will be a pre-bid meeting for this project on Wednesday, July 12, 2017 at 11:00 a.m. at the Libertyville Sports Complex, 1950 N. US Hwy 45, Libertyville, Illinois.  Attendance at this meeting is strongly encouraged but not required.  

Preparation of Proposals
All proposals for the Work shall be made only on the Contract/Proposal form attached to this Request for Proposals. All proposals must be signed by an authorized official. Proposals which contain omissions, erasures, alterations, or additions not called for, or that contain irregularities of any kind may be rejected. 

 Owner reserves the right to make clarifications, corrections, or changes in this Request for Proposals at any time prior to the time proposals are opened. All Bidders or prospective Bidders will be informed of said clarifications, corrections, or changes

Interpretation of Contract Documents
If any person contemplating submitting a bid for the proposed contract is in doubt as to the true meaning of any part of the contract documents or other data, he may submit to the Owner a request for an interpretation. The person submitting a written request will be responsible for its prompt delivery. Any interpretation of the documents will be made only by a written addendum duly issued. A copy of such addendum will be mailed or delivered to each bidder of record. 

Delivery of Proposals
Each proposal shall be submitted in a sealed envelope plainly marked “Sealed Bid: Facility Maintenance Services at the Libertyville Sports Complex” along with Bidder’s full legal name, and shall be addressed and delivered to the place and before the time set forth above. Proposals may be delivered by mail or in person. Proposals received after the time specified above will be returned unopened. 

Proposal Security
Proposals shall be accompanied by a security deposit of at least five percent (5%) of the Proposal in the form of (1) a Cashier’s Check or Certified Check drawn on a solvent bank insured by the Federal Deposit Insurance Corporation and payable without condition to Owner or (2) A Bid Bond in the form provided in the Contract/Proposal attached to this Request from a surety company licensed to do business in the state of Illinois.

Bidder References and Client Information
Proposal shall be accompanied by a list of at least five (5) references from bidder’s customers for projects of similar scope. Include customer name, address, telephone, email, and a short description of work. 

Withdrawal of Proposals
No Proposal shall be withdrawn for a period of 60 days after the opening of any proposal.

Rejection of Proposals
Proposals that are not submitted on the Contract/Proposal form or that are not prepared in accordance with these Instructions to Bidders may be rejected. If not rejected, Owner may demand correction of any deficiency and accept the deficiently prepared proposal upon compliance with these Instructions to Bidders.

Acceptance of Proposals
Proposals submitted are offers only and the decision to accept or reject is a function of quality, reliability, capability, reputation, and expertise of the bidders.

Owner reserves the right to accept a proposal that is, in its judgement, the best and most favorable to the interests of Owner and to the public; to reject the low price proposal; to reject any and all proposals; and to waive irregularities and informalities in any proposal submitted or in the request for proposal process; provided, however, the waiver of any prior defect or informality shall not be considered a waiver of any future or similar defect or informality. Bidders should not rely upon, or anticipate, such waivers in submitting their proposal.

Upon acceptance of a successful Bidders proposal by owner, said proposal, together with Owners notification of acceptance in the form attached to this Request for Proposals, shall become the Contract for the Work.
