Stay at Home Order 

On March 20, 2020 Governor Pritzker issued a Stay at Home Order for the State of Illinois. The Stay at Home Order requires everyone to stay in their homes to prevent the further spread of COVID-19. The order prohibits things like visiting other people’s homes (except to provide care or supplies) and gatherings of more than 10 people and closes all nonessential establishments, including most retail, recreation and entertainment businesses. It does NOT prohibit essential activities like going to the grocery store, receiving medical care, or taking your pet for a walk. It is critical that everyone follows this order to do their part to help avoid spreading the virus.

All playgrounds are closed per the Governor’s order. Parks and trails remain open at this time, but social distancing must be followed if they are used. This means that large groups should not congregate on basketball and tennis courts, around lakes and in ball fields.

Landscaping services can continue to work during the Stay at Home Order. The Governor’s Order provides that landscape services are considered an essential service and therefore are able to continue to perform services while maintaining good social distancing. Village Hall Response Time to General Requests for Services

Village Hall staff are working reduced rotating schedules in order to 1) Comply with the Governor’s Stay at Home Order and 2) Reduce the risk of COVID-19 spread amongst Village staff. Residents and businesses are advised to expect a delay in responses to general inquiries. Staff will endeavor to respond to general inquiries within two business days. A general inquiry is one that pertains to water billing (billing questions, final reads, new account setup), vehicle stickers, and birth/death certificate orders. If your call to the Village Hall goes unanswered, please leave a voicemail. A member of our staff will return your call. If your call pertains to another Village Department, you can contact them directly using the numbers below in lieu of contacting the main Village Hall number:

Vehicle Sticker Purchase Deadline Extended

In light of the circumstances due to the COVID-19 situation, the Village is extending the purchase deadline of annual vehicle stickers from May 1, 2020 to July 1, 2020. Residents do not need to purchase or display the 2020-2021 vehicle sticker until July 1, 2020. Vehicle sticker purchases can be made via mail (recommended) or walk-up to the Police Department Records Division at 200 E. Cook Avenue. As the Village’s Finance Department is operating on a reduced schedule, please allow between two to three weeks for mailed vehicle sticker orders to be fulfilled.

Water Utility Bill Late Fees Waived through July 1, 2020

Understanding the financial and economic stress placed on residents and businesses due to the COVID-19 situation, the Village will be waiving utility bill late fees through July 1, 2020. Accounts past due will still receive reminder statements, but no penalties will be added. The Village encourages any resident or business that requires a payment plan to contact the Water Billing Division at waterbill@libertyville.com (preferred) or (847) 918-2007. In your request, please include a description of your circumstances, the nature of the payment plan you are requesting, your account number, and your contact information. The Village is unable to waive consumption fees for water or sewer services but will work with users to formulate reasonable payment plan arrangements on a case-by-case basis. Please allow up to two business days for a member of our staff to contact you after submitting a request.

Lake County COVID-19 Dashboard

On March 25 the Lake County Health Department released a dashboard that shows the total number of people in Lake County who have tested positive for COVID-19, it includes a map that shows the distribution of reported cases by municipality. Business COVID-19 Resources

The Village has compiled links to business related resources in the NewsFlash section of our Business page.  Links to guidance from various agencies such as the IRS, OSHA, IL Department of Employment Security, IL Department of Revenue, IL Department of Public Health, and others can be found here. A number of financial resources are now available through the State and Federal government, including a Hospitality Grant to restaurants and hotels, a federal SBA disaster loan, and a IL Department of Commerce Small Business loan, links to each are provided. 

This page will be updated as new resources and directives are released.  Information on these resources are also available in the SBA’s Small Business Survival Guide document. 

Essential businesses serving the public can pick up an orange "Open" sign in the Police Department lobby at 200 E. Cook Avenue to display in their business window so residents can quickly identify those businesses currently open for service.

Census Deadline Extended 

The 2020 Census is underway! While you are staying at home take the opportunity to complete your census information. You can respond online, via phone or mail.  The Census is a count of every person living in the 50 states, District of Columbia, and five U.S. territories.  In light of the COVID-19 situation the U.S. Census Bureau has adjusted the deadline for submission.
